OK. We all know that fish belong in the water. When they leave the water, they will literally die. When we describe someone as a fish out the water, it means that the person is extremely uncomfortable in a situation.
When Rex says uncomfortable, he doesn't mean physically. When a person is a fish out of water, the person feels out of place or very awkward in a certain situation, just like Rex being in a meeting.
